Operational Boundaries

The Onchain Execution Layer

The Treasury Manager is the smart contract responsible for executing all treasury operations within the system. While Artificial Monetary Intelligence defines what should be done, this contract defines what can be done. It acts as the execution layer where decisions are translated into constrained, verifiable onchain actions.

AMI interacts with the Treasury Manager as an operator, but not with unlimited control. Every function is governed by predefined limits, rate controls, and execution rules encoded directly into the contract. This ensures that autonomy is always bounded, and that no action can exceed the system’s designed constraints regardless of external conditions or agent behavior.

Controlled Actions

Defined Capabilities with Hard Limits

The contract exposes a limited set of actions that AMI can execute, each designed to directly affect supply, liquidity, or treasury allocation. Rather than granting open ended control, the Treasury Manager restricts execution to a defined set of functions with clear operational scope.

Each action is also bounded by strict per action and daily caps, ensuring that treasury intervention remains measurable, constrained, and predictable. This allows the system to operate through controlled steps rather than unrestricted moves, preserving flexibility while enforcing discipline at the contract level.

Execution Constraints

Hard Limits and Rate Control

Beyond action caps, the Treasury Manager enforces additional safeguards that regulate how and when actions can be executed. These controls are designed to prevent rapid repetition, reduce exposure to market manipulation, and ensure that operator behavior remains bounded at all times.

Key constraints include a 60 minute cooldown between actions, a 30 minute TWAP oracle for price based operations, and an operator role with restricted permissions. AMI can execute approved functions, but cannot modify limits, alter contract logic, or bypass the contract’s embedded controls. Together, these mechanisms keep execution stable, predictable, and resistant to overreaction.

Design Principle

Autonomy Within Immutable Boundaries

The Treasury Manager is built around a simple principle: decisions may be flexible, but execution must remain constrained. This separation ensures that intelligence and control do not exist in the same layer, and that no decision can exceed the system’s predefined boundaries once it reaches execution.

AMI can interpret signals, adapt to changing conditions, and decide when action may be appropriate. The contract ensures that any action taken remains enforceable, transparent, and aligned with long term system integrity. In this structure, agency exists, but only inside a framework designed to preserve discipline over time.
